What it is
HARI is a department-level readiness index for AI transformation.
It measures whether people can actually work with AI inside live workflows, whether the tooling and data environment are ready, and whether governance is strong enough to prevent security, legal, or ethics debt from being averaged away.
In practical terms, HARI is the tempo check that prevents a high-capability model from being dropped into a low-readiness culture.

The 12-pillar structure
HARI is built from 12 pillars in two groups:
- Human readiness: leadership alignment, change readiness, skills and literacy, workflow collaboration, ethical safeguards, and QA discipline
- AI readiness: data quality, rights and legal readiness, tooling capability, integration readiness, security controls, and value measurement
The framework is intentionally balanced. A company with strong tools but weak humans is not ready. A company with strong people but weak plumbing is not ready either.
That is why HARI also uses a synergy view: human readiness and AI readiness must mature together if AI is supposed to compound rather than stall.
Why the floor rule matters
HARI does not allow leadership to hide critical weaknesses behind a decent average.
If the legal, security, or ethical-use pillars fall below threshold, the full score is capped. The point is simple: governance debt should block scaled AI deployment rather than be averaged into a presentable number.
This is one of the reasons HARI is useful for founders and operators. It turns AI readiness into a capital-allocation and rollout decision, not a marketing claim.
